It is very small, I hope they empty it frequently.

From your photo, it is obvious that vending machines are more popular.
Even large, that box is hard to find!!

They empty it twice a day - and very punctually, as I saw by myself just one minute after taking the photo.
Japanese postal service is just great - but now it will be privatized, and I'm afraid it will take a turn for the worse.
@ philly: Must be a kind of ash-tray, there was also a cigarette vending machine nearby. Vending machines are everywhere in this country.
